From where are you downloading the Premiere Elements 12 tryout? The .exe should have been downloaded first. Not sure how you got away with just the .7z.
You need both files to install the program. You could clear out what you have and start again.
Alternatively, you can get File 1 (the .exe) and File 2 (the .7z) from the following web site
You have got to read and carry out very carefully that web site's Note: Very Important Instructions and that section's click "here" to avoid
an Access Denied message.
If you were downloading from Adobe, I would consider my first suggestion first. Remember, to disable antivirus and firewall(s) before the download and install.
Please let us know the outcome.
Unless you have a specific reason to want version 12, I suggest you download and install the newly released version 13 trial.
Insanity is hereditary, you get it from your children

With the release of Premiere Elements 13 today, Adobe will be offering only the Premiere Elements 13 for tryout.
If you want to continue to seek the Premiere Elements 12/12.1 version for tryout and are seeking this version for purchasing pricing or other reasons, then you will need to use the web site link that I posted back in post numbered 1 of your thread. But you are going to need a purchased serial number. That web site supplies the tryout but, as far as I know, does not sell it.
You could always use the web site's tryout of 12 and then purchase from a vendor who still has 12 in stock.
Please review and consider what is in your best interests.
Thanks so much! It worked! When I downloaded the .7z file, it downloaded it originally as a .txt file, so I had to change the file type and redownload it, but after that was done, it worked great! Thanks again!
Great news "It worked!". You did a fine job of sorting through all the details to resolve the issue.
Please do not hesitate to ask if you have any questions or need clarification on your Premiere Elements workflow.
We will be glad to be of assistance.
Best wishes for great projects.
