I make actions, they work. But when I close photoshop and reopen they are gone. I also get this message when I close photoshop cc 2014.
Could not save Preferences because the file is locked, you do not have necessary access permissions, or another program is using the file. Use the ‘Get Info’ command in the Finder to ensure the file is unlocked and you have permission to access the file. If the problem persists, save the document to a different file or duplicate it in the Finder.
That message seem very clear, see that your permissions are in order (start by running Disk Utility and repair the permissions).

Got on a Chat with adobe.
Went to preferences in library and did a get info on preference folder. Made
sure admin. of computer was set to read & write and everything started working
not only in Photoshop CC 2014, but also problems I previously had in Photoshop CS6
and fixed also. Thank you ADOBE. PLEASE USE CHAT. If you talk to someone on phone
they don't speak english very well, I wasted 35 mins on phone with them last week.
Ask three times for someone on spoke english better and finally just hung up.
