What version of Premiere Elements are you using and on what computer operating system is it running?
With regard to this specific burner - Premiere Elements- computer, has this burner worked before in this specific trio?
Or, is this a it never worked before issue?
Are you working with a DVD/CD burner or a Blu-ray DVD/CD Burner. If it is a DVD/CD Burner, then go through the refreshing
the DVD drivers routine. Please see details in...
This is type of problem has been reported and often goes unresolved. Some workarounds might be
a. the burn to folder and taking the VIDEO_TS Folder of the saved folder into the ImgBurn program for burn to DVD-VIDEO on DVD disc.
b. obtaining and using an external DVD burner.
Starting with Premiere Elements 13 we will no longer be able to say that they is no alternative for Blu-ray other than burn to disc.
In Premiere Elements 13, there are now burn to opportunities for disc image for DVD, AVCHD, and Blu-ray.
What you may want to include in the troubleshooting strategy is uninstall/free ccleaner run through/reinstall with antivirus and firewall(s)
Please review and consider and, unless you are in a project crunch and depending on the circumstances, for now do not settle for burn to folder.

A. T. Romano: I am using Premiere Elements 10. this burner has been working fine with P.E. 10. It is a dvd/cd burner which works fine in other applications. The operating system is Windows 7 the computer is HP Mod. P6654Y. Thank you.
A.T. Romano: I have tried uninstall the pgm. I get a error msg that error 1316 is already installed and uninstall shuts down.
I think that we should go with the uninstall/reinstall, but please follow the following
1. Check Control Panel/Programs to assure that your Premiere Elements 10 is not showing up there as installed. If install, then uninstall it there.
2. Do a free ccleaner run through (regular cleaner and registry cleaner parts) to get rid of any leftovers from incomplete installs and uninstalls.
There are other cleaners that you could use but I have found ccleaner to do the job without any horror stories associated with its use.
3. Reinstall Premiere Elements 10 with the antivirus and firewall(s) disabled.
Let us see how that goes. If necessary, after that we could refresh the DVD drivers since you have a DVD/CD burner instead of a Blu-ray DVD/CD burner.
