Set up your pages at the trim size of a single page (half of the folded sheet size), and check the Facing Pages box. Your first and last pages should appear by themselves (as they do to a reader in a book), and all others will be in two-page spreads as seen in an open book.
For folded and stitched binding you will need to maintain a page count in multiples of 4 (each printed sheet has two sides, and two of your layout pages per side). For professional printing you will want to export your document to PDF as single pages (File > Export > PDF... PDF(Print) and don't check the spreads box) to give to your printer. For printing yourself you'll most likely want to use the Print Booklet module (File > Print Booklet...)
