Yesterday, how far did you get using the program? Did you update 12 to the 12.1 Update using an opened project's Help Menu/Update? If not, please do so when the present issue is resolved.
Does this problem exist if the antivirus and firewall(s) are disabled?
What happens if you right click the Premiere Elements 12 desktop icon, select and apply Run As Administrator?
What happens if you double click the Adobe Premiere Elements 12.exe? Does the program open?
See :Local Disk C\Program Files\Adobe\Adobe Premiere Elements 12\ .
What was your last activity in the program before you closed it yesterday?
A few preliminary things to consider...
1. Delete the Adobe Premiere Elements Prefs file and, if necessary, the whole 12.0 Folder in which the Adobe Premiere Elements Prefs file exists.

and in the 12.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then delete the whole 12.0 Folder in which the Adobe Premiere Elements Prefs file exists. Make sure that you are working with Folder Option Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.

I have read the other strings available and those solutions do not seem to help.
i have created two seperate projects and was working on one just yesterday afternoon. when I attempt to open those projects I get a system error.
When I try to get the application to open, simply nothing happens. No change if I run as an administrator or from the .exe file. Simply nothing happens.
I did just try to install a sample of premier pro from the creative cloud to see if at least my files to date are intact. Same issue with premier. it simply fails to launch.
all of my other applications from office to anything are working. i can't even get the adobe updater to fire. clearly this is an issue with the adobe products.
I am running win 8, with 64 bit and 16 GB RAM. However the program ran like a dream until just today.
We might have the same issue, as I can't run elements 12 anymore (by coincidence - or not - I realised it when I purchased the upgrade to PRE 13).
But I do have access to the first screen, giving the choice between Organizer & Video Editor, this is when I select Editor that it crashes after a few sec.
Do you have access to this screen or does it crash before?
I did that and still Premiere won't launch, not even as a try to launch it as Administrator. A couple of weeks ago I was just working fine. Yesterday I even installed it from scratch.
So what now?
What version of Premiere Elements are you using and on what computer operating system is it running?
Did you go through the details in post 1 of this thread?
Does any of the solutions in the following work for you?

The last time I used Premiere Elements 12 it was doing just fine. When I tried to open it yesterday nothing happened. I did not launch. I have installed it on an AMD A8-4500 6GB Windows 8.1 machine. I’ve tried all suggested threads. When I rename the folders I get Errorcode 16. I have already reinstalled Element (Premiere and Photoshop) twice. I even downloaded another Premiere from the site and installed that to make sure my download didn’t have corrupted files. It is all the same Premiere Element 12 won’t launch.
I just don’t understand why it worked just fine and know it is dead as a doornail.
