Perhaps its a trick question is Refine edge limited to edges can Refine Mask not do edges are the two tools always available at the some time or is one grayed out Photoshop showing one's limitations. Is one more appropriate at times then the other. Myself I don't care one thing I'm sure about is the question was designed to make you think and do the research and now you trying to cheat same on you.
You should use your mind develop it. Become independent develop confidence I missed my chance I'm becoming old and don't like it.

Thing is, people answering here didn't get told the answers by someone else - we went and USED the product and thus became experts at how it works by learning from what we saw.
