I once had more or less the same issue. Although there was more than enough money on the card I had reached my monthly limit (which I had reduced myself as a safety measure). Because of many vaccation expenses my monthly limit was reached and Adobe could not withdraw any more money.
I had to change my billing information to another card to solve the issue...
Maybe that's an option for you too...
