They are by default when you export the file as interactive PDF or EPUB, except EPUB3 with fixed layout. (But we can expect that this will work very soon.)

Thanks. I am new to this functionality, though. I can click File > Adobe PDF Presets and output PDF, but the result does not have a hypertext TOC. How do I create the PDF with the hypertext TOC?

I found interactive PDF using the Export function. But, it converts my CMYK to RGB and downsamples my resolution. Can't I just have hypertext TOC in my press-ready PDF so I can share one PDF and not worry about maintaining two?

None of the Print standards allows any form of interactivity, no hyperlinks, now movie, now sound, no buttons.
The resolution of interactive PDFs is at your hand as the export settings allow any resolution value you want. Interactive PDFs are for screen use, so they are in sRGB.
You have to create 2 different PDFs from your INDD file.
PDF can do everything, but not everything is allowed in a specific PDF.

I can create a press-ready PDF from FrameMaker that has hypertext TOC and IX.

If a PDF fits to any PDF/X specification than it cannot have any interactivity. If you would check it against any x profile this PDF would fail.

But it's not. It's just CMYK and high res for print. No worries, just a limitation of ID. No problem.

You should read the PDF/X specifications. These are the standards.
If a PDF has RGB or CMYK has NOTHING to do, if it is valid in some X standards. PDF/X-3 and higher allow RGB content. This is not the criteria.

I like standards.
However, my print vendors can use the files I provide and the result is acceptable and using standards would neither speed things up nor improve quality. Plus, apparently standards remove useful functionality. Thanks for the thoughts, though.
