Can incoming audio levels be adjusted for digital tape capture in Premiere Pro?

Can incoming audio levels be adjusted for digital tape capture in Premiere Pro?  Or is the audio in digital footage a fixed entity that can only be adjusted after it is imported into editing software?  I recently captured 14 hours of tape that has consistently low but usable audio levels.  I could not see any way to set audio levels in the capture setup panel, so I just left everything at the default settings.

It is possible that the experienced sound recordist on the production was conservative with his levels; they consistently peak at around 9 on Premiere's meters, instead of a more desirable 12.  But because they are so consistent, I keep wondering if I missed an option to set audio levels when I did the tape capture.
