What version of Premiere Elements are you using and on what computer operating system is it running?
You say that your camera records video at 25 frames per second and has a .mp4 file extension in your computer.
But what is the frame size, 1920 x 1080 pixels or something else? Is the camera set to record interlaced or progressive video?
Do you have any special requirements for your export in the way of format or file size?
As an example...if your camera is recording 1080p (1920 x 1080 16:9 @ 25 progressive frames per second), you might
want to explore the Publish+Share/Computer/AVCHD with Presets = MP4 H.264 1920 x 1080p25 for your export (that is a
Premiere Elements 11, 12, 13 type generalization.

I'm currently using Premier Elements 12 (although I Should recieve my update to 13 at some point soon.)
Windows 7 64bit.
The Video is 1280x720.
At the moment I have only a few requirements
1/ Rotate video and save it without losing any image quality.
2/upload to Facebook.
These are only short clips of a couple of mins, i haven't tried creating any projects yet.
Premiere Elements 12 Windows 7 64 bit
Project Preset set by you (manually) or by the project (automatically)
AVCHD LITE 720p30
with Presets = Facebook HD
with Presets = Vimeo HD
then export to file saved to the computer hard drive and upload that file from there to the Facebook web site.
We could do some tweaking of the export settings under the Advance Button/Video Tab of the Vimeo HD preset. But, best given
the default settings a try before trying to alter them.
