Hi -
Be sure to click on the thumbnail such that you see the play back bar appear (has the play head visible in the bar at the foot of the thumbnail). Now you can drag-drop the playhead and use I/O keys to set your IN and OUT Points - or you can use JKL shortcuts to move the playhead.
Be sure to enable transcode to turn your IN-OUT regions into new assets which will appear in the Project Panel.
New for Prelude 3.1 you can now use this same method for thumbnails in the Project panel. You can set an IN-OUT range and append it directly into an open rough cut by simply hitting the 'A' key (for Append).

I'm selecting the clips, moving the play head (click and drag or JKL) but when I press "I" or "O" nothing happens. Transfer clips, Transcode, and File Rename are all checked. The checked footage will ingest, I am simply unable to select a span on the timeline. This problem is not occurring in the older version (Prelude CC 2.2.0).

Found the answer. Something in the Keyboard Shortcuts went awry. Once I reset those to default it works fine.
