Not that I know, though it's ultimately probaly irrelevant. Whatever you are trying to do could just as well be achieved by doubling the page height or using conventional side-by-side layouts.

You can - but it doesn't do anything.
Set up a facing page document
Go to Document Setup and Untick Facing Pages
Go the Master PAges (should be two beside each other)
Use the page tool to move the right page under the left page.
But it literally does nothing.
It sounds like you are laying out a calendar. If so, you can create a standard facing page layout. Then under View > Rotate Spread > Rotate 90°CCW and the document will have a top page and bottom page layout.
