Wait for it to load. After its loaded, click on the New Features or Getting Started tab if you aren't already there. Scroll to the bottom so that you see the footer. (Note the Mac may not make it obvious that you can scroll down.) You should see a checkbox titled "Don't Show Welcome Screen Again". Check it and then close the dialog box.
Note you can bring it back again my selecting the "Welcome..." item from the Help menu.

'It should not affect your start up time. The panel contents are rendered from another process. It is a modeless dialog so you can just drag it out of the way and continue working'
my pc is a very fast one with 16GB ram. During the 10 seconds or so that the welcome screen is loading Photoshop is not available. (Other programs though are). All this adds up to a lot of wasted time if Phjotoshop is not left open all day.
