I think that you should make your call on that but i will give you some tips. When your making a website for a client you want the visitors to have the best viewing experience or else they will leave the site and continue to another. It shouldn't be about what devices the client has or doesn't have.
For my company we always make mobile, tablet, and desktop. That way everyone gets the best viewing experience. Your client will be more impressed and happy with the overall out come of the website if you do it that way.

I thought it would only be accessible to applications that were downloaded on to the watch but again I am unsure. Best bet would be to ask adobe directly
