You can manually fold these into a tagged PDF's structure tree.
Be sure that you use the proper elemenents (tags) in the proper location.
To be an Accessible PDF the PDF must be ISO 14289-1 (the ISO standard for PDF/UA) compliant.

Also free, a "Reference Suite" of example PDF/UA-compliant documents, http://www.pdfa.org/publication/pdfua-reference-suite/ and validation tool (to the extent that validation can be automated), http://www.access-for-all.ch/en/pdf-lab/pdf-accessibility-checker-pac/downloading-pac.html.
