If you navigate to: C:\Program Files (x86)\Common Files\Adobe\OOBE
And Rename the OOBE folder (Make sure there is nothing running from the Creative Cloud Desktop App)
Then you can try to Redownload the Creative Cloud desktop app, and see if the installation now continues.

Finally solved, renaming the OOBE folder did not work, also deleted AdobeAAM Detect.Plugin on someone else's advice . Finally downloaded cleanup , deleted various products, cleaned and then voila ! Not quite sure what i was doing but it worked . ORDEAL
