The AMD CPU is not suitable for editing, the amount of memory is insufficient, the video card does not allow hardware MPE and the single disk @ 5400 RPM is intolerably slow, so even if you can install Premiere Pro, it will not run the program, it will at most crawl slower than molasses in winter, even with the simplest DV SD material. Double your budget and there are many options available, all based on Intel i7 quad cores with HT.
.....do what I did...and Bill Gehrke here on this forum did......buy an Asus G750JW "refurbished" laptop....if you can find one on sale. I got mine for $ 850. Currently, I see some for $1,000...but, I think thats too much....as you STILL would need to upgrade it.
The included Nvidia 760m GPU is solid, with 2 GB of DDR5 video memory. The CPU is good.....a Haswell 4700HQ which has a base frequency of 2.4 Ghx,but, turbos up to 3.4 Ghz under FULL LOAD...with ALL 4 CORES RUNNING, ( 8 threads). This laptop has a 17.3" screen and 2 HDD bays. You would need to SHITCAN the included,useless 5400rpm hard drive. Clone it FIRST onto a new Crucial M550 SSD for you OS,programs,and page file ONLY. THEN, add a SECOND SSD of the same type for projects,media, and all else. Finally, you would need to upgrade the included 8 GB of system memory to the maximum 24GB that you can install without having to completely disassemble the laptop......it WOULD take 32GB memry, if you tore it apart. So, 850 plus 180 memory plus 2 SSDs will bring you to around $1,600 for a great laptop solution.....you can save $500 by using crappy ,spinning 7,200rpm HDDs instead, if you need to.

Bill and JFP's method looks great but, If you don't have the time (hours and hours if your not a computer builder for fun or profit) or stomach for ripping apart installing and getting it all to work you can do what I did. Call ADK, they can recommend and build what you need. Does it cost more than DIY? Sure it does but it frees you to do what you want to do - Edit Video - plus when something burps ADK is 1 phone call away.
