Please try to log in safe boot mode and log in to your user account. Then restart the machine normally and check if the
issue persists in your account.

I tried that last night , several times. I have uninstalled photoshop and Illustrator and log out of creative cloud and still the same thing happens. I am to start every other adobe product except for those two.
