Windows 7 (assumed 64 bit).
Does the problem exist with and without the antivirus and firewalls disabled?
If yes, then try deleting the Adobe Premiere Elements Prefs file, and, if that does not work, delete the whole 12.0 Folder in which the
Adobe Premiere Elements Prefs file exists.
Local Disk C
and in the 12.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then you delete the whole 12.0 Folder in which the Adobe Premiere Elements file exists. Be sure to be working with Folder Options Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
If we need to get to uninstall/reinstall, do you have installation files or installation disc for the program as well as purchased serial number?
How long has the program worked for you? How long has this current problem existed?

Just an update: I disabled Anti-Virus and FireWall to no effect. APE12 still refuses to start. Next, I renamed the Prefs file and tried again. No help. I moved the file to the desktop and still no help. I then moved the 12 folder to the desktop and tried once more. No help again.
Should I try uninstall/reinstall?
One more thing, we purchased Premiere Elements 12 in March 2014 and have been running it since then. The problem of not starting appeared Monday Oct. 6. I have tried restoring the Win7 system up to 11/5 and APE12 starts one time. The adscreen for upgrade to 13 blocks using any functions. The next time I attempt to start PE12 it does nothing.

I'm having problems reinstalling APE12. I have uninstalled PE12 and I am trying to reinstall with Adobe Premiere Elements 12.msi. I keep getting "Install Adobe Premiere Elements 12 using the setup.exe in the root folder" error message. I have tried the suggestions in the Troubleshooter to no effect. Any other suggestions?
Thanks for the follow ups. It looks like I had lost track of your thread. Sorry about that.
If you are installing Premiere Elements 12 from installation files, it is typically the setup.exe file in those installation files that you use for the install, not the Adobe Premiere Elements 12.msi.
If you have installation disc rather than installation files from an online download, then just insert the disc in the burner try and follow the instructions in
the dialogs to follow.
Please give us the details of what you are using for Premiere Elements 12 installation, and we will offer suggestions for getting the best possible install.
I downloaded the install package and followed the directions I used to install the first time. I used the product key I was given when I purchased PE12. The end result is that PE12 will start to the menu but will not start Organizer or Video Editor. When I select either, a horizontal line, purple and black, scrolls across the menu and will not bring up the application. I then went and changed the default to open Video Editor instead of home menu. It now will not open anything at all, just like before. I can still open a .prel file into Video Editor.
Please go to

and, in the Adobe Folder, double click specifically the file named Adobe Premiere Elements 12.exe. Does that open the program to the Welcome Screen? If not, right click the file and select Run As Administrator. Does it open the program? Do the same thing with the Adobe Premiere Elements.exe file. Any program opening that way?
Go to Computer/Manage/Services and Applications/Service and scroll down to FLEXnet.Licensing. It is listed as Started - Automatic or Stopped? If Stopped, then start it. Any change in the issue as a result of that?
Please review the following involving renaming of the SLStore Folder and SLCache Folder. Instead of doing both at the same time, do the SLCache Folder renaming first. Determine the effect of that. And, if not change in the situation, the rename the SLStore Folder as well.

Sorry it's taken so long... I tried reinstalling PE12 and it worked the same. Next, I tried running Adobe Premiere Elements 12.exe and it still did not work, but running Adobe Premiere Elements.exe did work! I have created a shortcut on the desktop for it. I hope it keeps on working.
