Recover from trash and filter menu

How do I recover a photo from trash that I accidentally deleted in PSE 13. Also from a previous question 8 hrs ago that has not yet been answered is there a filter menu that includes render and lighting effects that allows me to create drama with a soft spotlight as there is in PSE 11. I cannot find it in 13.

Regarding the deleted image, that image should be available in trash. To recover, open trash, select file, copy it and paste at desired location.
