When you would purchase Premiere Pro CC, you will get access to Adobe Encore Cs6 as well.
But that would require a License for Premiere Pro. Otherwise might be worth a shot to look online for DVD Menu applications.
There are even free ware available for this. So depending on what functionality you are looking for.
My Advise would be to go for the Premiere Membership, then you can do just a bit more. And even start to play with Video.
