As the title describes it's a Photoshop bug not a Wacom driver issue. Interestingly the Lightroom is working fine.

Right, because Photoshop is supposed to use the Ink API on Windows 8.
Turn Ink back on to use the tablet on Windows 8.
If the Wacom driver is not working correctly with Ink enabled, then you need to talk to Wacom.
Ok, I understand that it is necessary to use the Windows 8 Ink but then why is it works perfectly in Lightroom? It's pretty difficult drawing if I want to start a line with a slow motion and the circle comes up nearly always.
I believe that many Photoshop users use Wacom products. Why don't you talk each other guys (Adobe & Wacom) and try to find a solution even if Microsoft made your life a bit exotic?
