Is this the first launch on 10.9.5 or was it working fine before?
Please follow these steps and let me know if it helps:
- In finder, click on 'Go' menu at the top and select 'Go to folder'.
- Type ~/library and navigate to Application Support and rename the Adobe folder to OldAdobe.
- Do the same thing with the Adobe folder in the Preferences folder. (Preferences will be in the same directory as Application Support)
- Now go to Documents and rename the Adobe folder to OldAdobe. launch Premiere and accept the License Agreement.
Note: By doing this you will lose all your custom workspaces and keyboard shortcuts .

The problem is till exist as the same after I tried everything as you suggested. And I used this program before, it was fine.

Do you have any third party plugins installed? If not,
Try this:
Go to Disk Utility and repair disk permissions of your Macintosh HD. Restart your computer and follow the steps from post 1 again and see if it helps.
