I am working from the Premiere Elements 13 Windows tryout. Are you working from the tryout
or a purchased version of the program (Windows or Mac)?
Please let me know if any of my workarounds work for you until Adobe gets around to addressing this
Someone informed me that this is a feature; it's to show the last frame of the project. It isn't exported (I checked last night). I have no idea why they think it needed to be added, but at least it isn't a bug.

Are you working with the tryout or the purchased version? Can you mention the source of your information on this
relating to a "new feature"? I would have thought that your source would have had an explanation for what was being
called a new display feature. Guess or insider information?
This display behavior and manifestations of it can be seen in Premiere Elements 13 Windows Edit area as well as in disc menu previews. I have not explored the implications of this in the export of the Timeline content.
We can confirm that this is not a bug. This is only a visual indicator that you have reached the last frame. As correctly noted, this is only during preview and is not there is in the exported output.
