What version of Premiere Elements, on what computer operating system is it running?
Does the problem exist with or without the antivirus and firewall(s) disabled?
Is this "it worked before but not now" or "it never worked before" issue?
What is the description of your computer and its resources.
And, then the usual drill questions
a. Latest version of QuickTime installed
b. Running program from User Account with Administrative Privileges and with Run As Administrator applied to desktop icon
c. Lastest driver version for computer's video card/graphics card - more than one video card/graphics card

it has worked before but recently stopped working I tried doing a system restore to before the problem started it didn’t help
