Stored Offline Libraries

I was informed that Libraries are not only stored online but offline as well. I've searched the program files, users folders for any such library files from PsCC-2014.2 but I don't even know what to look for, I was making wild guesses as to what they may be but with no progress, I was hoping someone may be able to help ?

To find Library for Photoshop cc 2014, launch Photoshop cc 2014 > go to windows search for Libraries.

That is the online Library, where are libraries stored offline, as mentioned in my original post ?
