how do I darken and blur a BW image without producing stepped gradients

I am putting a stormy sky image in the back of another image. D800E 36 Mb raw file 18 bit which I have converted to B&W in Lightroom. I need it much darker than current correct exposure. Then I need to blur it so it looks like a long lens OF background. If I DON"T darken it, all is well but no matter what kind of Blur I use the smooth gradients in the greys-thru-to-black become stepped and have dividing line. What can I do to get a perfect OF image look?_GVW3093.jpg
