Turn off whatever OS setting you turned on to make applications launch at startup.
Photoshop itself has no way to launch itself at system start.

Yes, you did change something on your system to make Photoshop launch at startup -- because Photoshop cannot do that itself.
And how you stop it depends entirely on what you changed on your system to make Photoshop launch at startup.
Did you accidentally add Photoshop to the Login Items list for your user?
Did you accidentally add Photoshop to one of the system startup scripts?
Did you add some other utility to your system to relaunch applications at system startup or user login?
There is a checkbox when you shut down -- Reopen windows when logging in. If that is checked, it will reopen whatever was open when you shut down.
As I mentioned when I right click on the Photoshop app in the dock > Options > Open at Login is NOT checked. And in System Preferences > Users & Groups > Login Items > Photoshop is not there in the list. I do not have any utilities installed that automatically launch applications and I do not mess with scripts or even know how to.

Adobe cannot help you with this. Adobe's code cannot relaunch itself at system start or login.
You had to set something outside of Adobe's code to relaunch applications at system start or login, and you need to turn off whatever it was that you set.
Thank you and it worked. However I also leave InDesign CC 2014 and Illustrator CC 2014 open when shutting down and neither of these launched again at start up.
