Depending on your product and type of issue, there are both Chat and Phone options, at least here in the US.
To get to them you start at www.adobe.com <http://www.adobe.com> and click Menu then Learn & Support then Contact Support and answer the questions, then click Still Need Help. If Chat and Phone are available after answering all the questions then you can talk to someone directly at least during the hours the phones are available.
Generally Cloud products and/or install-licensing issues are things that Adobe provides Chat and Phone support for. Troubleshooting and How Tos are where the Forums come in. The Chat and Phone support is supplied by call centers in India by people who have likely ever used Adobe products so are using an internal knowledge base and scripts to guide you through common procedures that work for most common problems.
