Video doesn't play in Android 4.2.2, but it plays in Android 4.1.2 (Captivate 8)

I have a slide with an event video (mp4). I publish to HTML5.

The video plays as expected in Android 4.1.2's built in browser, but it doesn't play in Android 4.2.2's built in browser.

I have tried with and without autoplay. I've also tried starting the video with a button.

Any suggestions would be highly appreciated.

First, please report it to Adobe using the link below. But I'd have to say I'm inclined to believe the issue is likely on the Android side. I mean, since it seems fine in one browser and works.
