try some steps such as changing browsers and turning off your firewall for downloads
From what you wrote, it sounds like you are having problems with the Content download for probably Premiere Elements 11, 12, or 13.
What version of Premiere Elements are you using and on what computer operating system is it running?
Please disable the antivirus as well as the firewall(s) when you are doing this type of download. Besides the Titles & Text Content download
are you having problems with others such as Instant Movie and Movie Menus?
On the Internet side of things, in the default browser, go to Options/Advanced/Network/and clear the Cached Web Content.
Also, turn off the computer router for about 35 to 45 seconds. Restart the computer.
Try to do these downloads at different times of the day.
Then the usual - be running the program as administrator and have the latest version of QuickTime installed on your computer.
If you are working with Premiere Elements 12, be sure to update 12 to 12.1 Update using an opened project's Help Menu/Update.
