If you have not already, I would go with uninstall/reinstall with a free ccleaner run through (regular cleaner and registry cleaner) after the uninstall and before the reinstall with antivirus and firewall(s) disabled.
The ccleaner should get rid of any leftovers from incomplete installs/reinstalls.
Before the crashes, did you ever get to updating 12 to 12.1 with an opened project's Help Menu/Update?

After deinstallation, RegClean and Installation without firewall and antivirus no Change. Software still crashed.
During Installation I got some message to stop the Roxio Burn Software first. I did, to finish the Installation, but after that still the same problem.
There is also some Crash with ElementsAutoAnalyser.exe after starting the Computer.
Update to 12.1 never ever worked. I tried several times, but each time it was cancelled without any message. But somehow the Premiere Software run a few month ago on that machine without any problem.
No idea what now is wrong now. Bad luck to me that I buyed a Software that will no longer run on my Computer.
Any other idea?
We could try the following approaches to rule them in or out as factors....if you have not already...
1. Delete the Adobe Premiere Elements Prefs file and, if necessary, the whole 12.0 Folder in which it exists.
Local Disc C
and, in the 12.0 Folder, is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then you delete
the whole 12.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working with Folder Option
Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
1a. Consider deleting the Elements Organizer 12 settings file (psa.prf)
Local Disc C
and, in the Organizer Folder, is the psa.prf file that you delete or disable by renaming it from psa.prf to psa.prfOLD.
If you do not see a psa.prf file, we are going to create a new Elements Organizer 12 catalog. More information on that next.
2. Create a new User Account with Administrative Privileges and install and run Premiere Elements 12/12.1 there?
3. Would a complete uninstall of Roxio be a consideration?
4. Have you determined that the problem (crashes) exists with and without the antivirus disabled.
We will be watching for your results. If the program ran before, hopefully it will run again.
I followed your instruction, but it doesn't help.
Here what I did:
1.) Deinstallation of Adobe Premiere Elements 12
2.) Deinstallation of Adobe Photoshop Elements 12
3.) Delete the above mentioned directories 1 and 1a
4.) Restart the computer
5.) Shut off the Virus protection (trend micro)
6.) Installation of Adobe Premiere Elements 12
7.) Restart the computer
8.) Test of Adobe Premiere Elements 12 -> still crashes
9.) Installation of Adobe Photoshop Elements 12
10.) Restart the computer
11.) Test of Adobe Photoshop Elements 12 -> runs without any problem
12.) Start Software-Update for Premiere and Photoshop from 12 to 12.1; with success now!
13.) Restart the Computer
14.) Test of Adobe Premiere Elements 12.1 -> still crashes
15.) Test of Adobe Photoshop Elements 12.1 -> runs with out any Problem
16.) Test of Adobe Premiere Elements 12.1 with TrendMicro Off -> still crashes
Still the same failure message:

Some success. When I logged in as Administrator Adobe Premiere works correct.
Don't know why that happens. My account has also Administrator-Rights on that Computer.
So I think somehow my account is faulty?

which was already set as a User Account with Administrative Privileges in order to gain success?

I tried successless without creation of a new account because the used account has allready Administrator rights.
Then I tried with Administrator account and somehow it worked.
I don't realy understand the behavior but I could not find another way of using the Software.
If there is a better way, without to destroy my account, please let me know.
I have found that the last resort is going to a new User Account with Administrative Privileges. And, that has worked for many. Some invoke a
corrupt user account to explain the problem. But, I was never quite sure just what in a user account gets corrupted. There are several online articles on this type of thing.
In the long run, if it works, creating a new User Account with Administrative Privileges is probably easier than reloading the operating system.
Besides running the program from a User Account with Administrative Privileges (original account) did you also right click the desktop icon for the program and apply Run As Administrator?
