The issue here is that katherine@ihfoundation.org.au is not a partner user. Sign up for a Business Catalyst account here: http://businesscatalyst.com/. This will create a partner account and assign your email address as a partner user. After which, you will then be able to publish from Muse successfully.

Click the 'Sign Up' button at the top-right. Proceed to sign up as katherine@ihfoundation.org.au. After which, you will then be able to publish to Muse.
What's occurring here is that in our database, katherine@ihfoundation.org.au does exist as an admin user. However, it does not exist as a partner user. In order to publish sites, you need to be a partner user. By signing up, a partner portal will be created and katherine@ihfoundation.org.au will be assigned the partner user.
