What version of Quicktime do you have installed?
It just may be the you do not have the latest version (or any version) of QuickTime installed on your computer with Premiere Elements 9.0/9.0.1 (I am assuming that you are running 9 as the 9.0.1 Update. If not, please do so.
If it is more convenient, please tell us the brand/model/settings for the camera that recorded your video, and we can figure out from
that information the essential properties of the video that you are trying to import into Premiere Elements 9.0/9.0.1 on Windows 7 (assumed 64 bit).
