What computer operating system is your Premiere Elements running on? I am guessing that you are using Premiere Elements 11 on Windows 7, 8, or 8.1 64 bit computer. If this is true, let us start with....
Local Disc C
and, in the 11.0 Folder, is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then you delete the whole 11.0 Folder that the Adobe Premiere Elements Prefs file exists in. Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives active so that you can see the whole path cited.
In the screenshot of the Quick workspace, did you ever import those images in the Filmstrip into the project?

my Project: over 600 clips with sound, 4 Picture (at first and end) no edit TIME:2h36m
i delate folder C:\Users\>USERNAME<\AppData\Roaming\Adobe\Premiere Elements\11.0
Open my Project and WAIT till it initialized clips.
i have the same problem with another preview picture. The preview picture who show are in the project but another clip.
when i "zoom in" my storryboard i see more preview picture. So you see only the first picture from each clip wrong.

Just to make sure - are you saying that deletion of the Adobe Premiere Elements Prefs file or the 11.0 Folder in which it exists had no effects on your display issue?
Is your video card/graphics card up to date according to the web site of the manufacturer of the card?
It looks like you have .m2ts video with audio linked to it (600 files you say). What are the pixel dimensions of the stills that you have at the
beginning and end of the Timeline?
Two things to look at for now....
1. Determine if your video card/graphics card driver version is up to date according to the web site of the manufacturer of the card.
2. Make a copy of your current project as follows - Premiere Elements 11 Expert workspace File Menu/Save A Copy. Use that copy for the following.
a. open the copy and delete 1/2 the Timeline content.
b. save close reopen the project and determine if the display problem still exists.
What is your intended export for this Timeline content?

-create new User in Windows
but nothing change... =(
so we reinstall the Windows.
now we have no problem.
our project is made by .m2ts files 1920x1080 25fps (Stereo 256kBit/s 48kHz) filmed with a Panasonic.
we want to export AVCHD M2T - H264 1920x1080i 25

Are you OK with your export of your Timeline content to AVCHD M2T - H.1264 1920 x 1080i25?
with Presets = M2T - H.264 1920 x 1080i25.
Have you tried that yet and gotten good export results? We can also customize that preset even further
by clicking on the preset's Advanced Button and then the Video Tab under the Advanced Button if necessary.
We will be watching for your further progress. Do not over do it until you are 100% recovered.
