Can I crop to an irregular polygon instead of a rectangle? If so, how?

I have a JPG that is a regular rectangle. The figure inside is a line drawing of a county's boundaries. There is a LOT of white space around the county boundary. I'd like to crop out the white space by cropping to an irregular polygon that roughly follows the county boundary. Cropping to the usual rectangle will still leave too much white space around the boundary for my purpose

I can not see how to do this. Can it be done? If so, how?

I know this is elementary stuff but I'm a total beginner. I' can't find a way to do it in the program. I've searched the help material and come up with no result. So thanks for any help. It's appreciated.
