original install on win 7 64bit.
what's going on?
Please confirm your Ps version from Help->About Photoshop and provide us with the following logs.
You can find them at:
PS Installer logs
Program Files(x86)\Common Files\Adobe\Installers
/Volumes/%Volume Name%/Users/%Username%/Library/Application Support/Adobe/AAMUpdater/1.0
You can zip all the files together and send us through mail. This would help us in finding the root cause.

I have the same issue. It says contact customer support, who refuse to help you. The statement is 'We don't support CS5'. My response was, yes you do, because you are publishing updates. That didn't get me very far. Just because I refuse to move to the new subscription model.
