Indeed it's possible. I've done many similar things.
However, without knowing the exact project type and how you intend to present it to your users, it's hard to say how difficult it may be to achieve.

I am creating a new hire course on drug and alcohol abuse, this will be hosted as a SCORM 1.2 compliant course on our LMS. A particular slide has a long intro before bullets enter and we would like to fill white space with the picture, once the bullets come in we would like the photo to ease into the corner. The 'Zoom Area' would be great, however it zooms in, the opposite of what we want.

You have to learn to think a bit outside the box. Or in this case, backward! So here's what you do. Take that image and leave it on the slide as an image.Then at the point where you want it to zoom out, you use the Zoom Area. The trick here is to use the Zoom Destination part and over in the properties, look at the Fill & Stroke area. Use the file folder to browse and choose your image from the library.
Then configure the Zoom Source to be the same size and position as the image and the Zoom Destination to be the smaller version located where you want.
***!!! Don't forget to hold the Shift key as you resize it so it doesn't skew!

Now my problem is the original image stays in place. I believe I missed that part in your instructions.

At the moment the zoom begins, you would want the original image to end at that time point.
