This can happen if you install the CC (creative cloud) version of Lightroom. Do you subscribe to the creative cloud, or do you have a standalone license for Lightroom?
I think it must be an CC, then i don't have any license number.
I paid 90$ a year a go.

When you purchased Lightroom you should have received a serial number. If you purchased a box version you should have the serial number in the box somewhere. If you purchased a downloadable version then you should have received an e-mail with your serial number. If you registered your Lightroom with Adobe then you can check your account and retrieve the serial number from there. In any event, you need to uninstall the version you are using now and install from one of these links:
If you are installing on the same computer you may not need the serial number because it gets stored in your operating system files. After you have installed Lightroom you can just double-click on your catalog that you have been using, and you should have all of the tools that you need. Please take notice that the links I have provided are from my location in the US. The installation option allows the choice of language, but I don't know what languages are available.

Then apparently you didn't register. I'm just a user, so I can't do anything more. You'll have to find your serial number if you are prompted for it. It may still be embedded in your operating system if this is the same computer that you have it installed on previously.
Thinking outside the box, right click near on of the headers on the right panel in the Develop Module and a pop-up should appear which would allow you to select the missing controls.
