What computer operating system is your Premiere Elements 13 running on?
For now, I will assume Windows 7, 8, or 8.1 64 bit....
If you have the program, please refer to Publish+Share/Computer/Image. There is also a set in the
export settings there to generate a freeze frame for every frame in a video clip if you do not want to go
the one at a time way (See Export as Sequence under Image's Advance Button).
I wrote the following blog post on Premiere Elements 11 and Freeze Frames a while back. It should be
applicable to versions 12 and 13 also.

I read in a PE 13 preview article that the frame grab feature was dropped so I asked the question. I just found the PE 13 manual and it still has the export a frame discussion, so the preview article made a mistake.
Feature is still included.
I have the Premiere Elements 13 Windows tryout, and it does indeed include a Freeze Frame option under the Tools Menu besides the Publish+Share/Computer/Image opportunity.

Do you work with a Windows or Mac computer. If Mac computer, please be aware that, although Premiere Elements Windows and Mac are much alike
in feature set, there are several Windows Only features.
I want to use PE 11 to export video frames, but in following the procedure in the Manual for PE11, I only get a warning that I need to "select" a clip first. I already loaded a clip into the timeline, so what else can I do? What is required to "select a clip" when I already had the desired frame(s) displayed in the window of exporting frames. It is in the upper left corner of the PE11 window, has maybe 6 boxes of frames selected, which does work. That is when I get the warning, and I cannot proceed to export.
I tried selecting "insert frame into movie" and get a new display of the frame in a box, now with some added information, but I do not want to put my frame back into my (or any) movie, only export to Photoshop for making an analysis of motions.
