What version of Premiere Elements are you using and on what computer operating system is it running?
It sounds like you are in the old story of iTunes music in Premiere Elements.
Please convert your m4a file to .wav in iTunes and then import the .wav version into Premiere Elements
Add Media/Get Media (depending on version)/Files and Folders.
For more detailed reply, please supply more details so that we can fine tune the reply.

I changed the import settings now I want to select File /create new version but I can't find it in I tunes

Add On. To avoid nuisances, please remember to remove personal information in the route that you are using to post.
A moderator typically removes that information when seen.
