what is the pathname?
Did you verify that that flv actually existed at that location? You almost never need to mess with that compiler directive, it will always need to be use network.
Also if the server is Windows 2003, it is not set up to serve flvs by default. You need to add the mime-type. Search google for IIS serve flv mime, I think you'll find detailed instructions.
try changing the path to /video/test.flv
it shouldn't be trying to use a local resource... search your code and make sure you do not have any other references to local files starting with C:
Actually, if you want to access your FLV files by SWF run at localhost you have to set compiler directive to: -use-network=true
SWF file cannot access at the same time network and local recourses, it's Flash security limitation.
