It would need to be done by script unless the text is threaded.
But the larger issue is why you want to do this. There really is almost no valid reason to outline type in ID.

The only reason I can see for outlining 60 pages of text is if the font is not allowed to print/export to pdf, therefore, circumventing this by converting to outlines is most likely a violation of the EULA.
Be very careful with fonts, they are subject to licenses and infringing/breaking this license could cost you real money in the future.

The reason that we want to outline the whole document is because the printing office asked us to do this. Even when it's arial or times new roman.
That's the reason why we want to outline the whole document of 60 pages in a easy way.. if there is one..

Just to note as well that converting to outlines could destroy some text items, like underlines won't be retained, and paragraph rule above/below and other text decorations will not be kept.
You really need to convey this to your printers that PDF is industry standard with live fonts in the PDF.
If they can't commit to this workflow you really should find a new printers that are not living in the 90s.

... if you do this directly in ID.
everything is retained when outlined in Acrobat.
however, it's still VERY bad workflow...

That's why I said to not do it in InDesign.
It shouldn't be done at all. But it can be done in Acrobat.
