I thought the second option was full Cloud for $19.99/month?

They other option for students is to get PS and Lightroom for 9.99/month. It costs the same as Creative Cloud / Photography.
So what would be the difference between the student and non-student version? They cost the same.

I think the student version is only limited to non-commercial use and required proof of academic affiliation - but I can get the same product with same price that allow commercial use without any string attached.
Why they have the same product at the same price with different licensing, where one licensing option is clearly superior to the other one? This is where my confusion is.
