I am having the exact same issue. It was working. Then I ate dinner, came back, and now it won't even open the panel, then crashes.

I have same issue.
AIR setting pannel can open by following thread's method.
But still cannot use Provisioning Profile.
If use Provisioning Profile to publish AIR ipa file, cannot install to any develop iPhone / iPad devices.
In my case,
Provisioning Profile released in 24 Oct. 2014 , can used and can install to any devices.
But renew Provisioning Profile released in 6 Nov. 2014, cannot used and cannot open panel , cannot install AIR ipa file to any devices.
Does anyone know how to resolve this issue?
This is issue is coming with provisioning profile expiry and giving new profile and opening the old fla with new profile createcw with old profile etc...please try it on letest release of Flash Professional CC 2014 (184.108.40.206) .it should work with out any issue.please follow the thread Flash CS6 Air to iOS "Edit Application Settings" menu not coming up. No way to publish to iOS., You can get some workaround .

I don't have Flash Professional CC.
Can resolve this issue Flash Professional CS6?
Or will not be solved only with Flash Professional CC?
We are unable to reroduce the issue from our end , can any one provide the exact steps to reproduece the issue on CS6. so thta we can able to find some workaround .

Is your Provisioning Profile renew recently 5. Nov. and later?
Old but not expired date Provisioning Profile is work normally in CS6.
And published ipa file can install to any iPhone / iPad development devices.
But renew or make new Provisioning Profile recently, unable to work in CS6.
If set new Provisioning Profile in CS6, AIR for iOS setting panle and close it panel.
Publish is success,but that ipa file cannot install to any iPhone / iPad development devices.
And CS6 .fla file cannot open AIR for iOS setting panel,even remove Provisioning Profile from folder.
I try to examine the contents of the recently Provisioning Profile, it xml tags order was changed.
Cause of the issue isn't in here?

It's been 2 weeks since the bug was reported and it's status is still "unverified"...
Having the same problem - it's horrible. New provisioning profiles crash crash and I can't develop any new apps with CS6.
This issue is known , it happenning with changing provisioning profile , wea re not able reproduce it form our end so can you any one share the crash dump .so that it will be helpfull to find the route cause and to find the workaround

EDIT: there's this silly workaround with moving the profile to a new folder with every build, tho... really really annoying

In testing this morning, it appears to have something to do with the .mobileprovision file in my case. I generated a new .mobileprovision file from Apple Developer yesterday and when I attempt to compile / publish using that new .mobileprovision file, that's when things stop working. But when I use an older .mobileprovision file, it resolves the issue. Seems like Apple changed something in the provision profiles and Adobe hasn't caught up yet.
Some more information here:
What I would recommend is using the silly workaround just to get the Publish for iOS Settings popup to show up, then point it to an older .mobileprovision file (if you have one available) for now.
I tried the latest AIR SDK beta (v16.0) but that didn't help, unfortunately
Even with air 17 still...
And more... now Im really F**ckd becase even using the changing folder trick to make it work, it doesnt.
Im totally stuck now..
