There is no fundamental difference between Premiere Elements 10, 11, and 12 with regard to applying a disc menu to one of the burn to choices.
10 versus 11, 12, and 13, there are differences in getting all the disc menus onto the computer for subsequent use in the project. Before 11, the user could download the complete content from Adobe or use a content installation disc. For versions 11, 12, 13, there is no more Adobe content installation disc. In the case of disc menus, you download your selected theme from within an opened project to complete incomplete theme files/folders placed on the computer during installation.

Consequently, it is not clear what the circumstances are that led you to write
If Adobe Premiere Elements 12 cannot burn a video with a created menu to DVD directly, this version is a huge step backward in capability.
Maybe, if you describe what you are doing step-wise, starting with Tools Menu/Movie Menu, we can figure out what is happening in your situation.

project from one computer with a created menu to another computer. I
created a project on one computer using Adobe Premiere Elements 10 and
created a copy to load onto another computer with Adobe Premiere Elements
12. The project included a menu which I was expecting to also be
transferred. The project transferred fine but without the customized menu
that I created. The customized menu included scene markers and two stop
markers. Is there any problem with including created menus in the copy
being transfered to another computer with another version of Premiere?

Great post which I think got to the core of your issue.
Did you create a Copied Folder from the Project Archiver/Copy Project option for your computer to computer transfer?
