I want to write a research paper in InDesign so that the images I include can be placed properly and my text will look good around it. Requirements are Times New Roman 12pt font double spaced. If normal spacing is 120% of the font size, shouldn't I just double that to 240%? Thus, the leading would be set at 28.8? Thank you to anyone who confirms my amazing math skills. Thank you to anyone who corrects my horrible math skills.

That's correct. You can set is as an absolute number, or go the justification settings and change the Auto-leading value to 240%.
