does the basic photoshop CC include the Stencil.std font or do I need to upgrade to the next level?

Photoshop CC 2014 is the same whether you are on the Photography Plan or Single app License. You don't get any "deluxe" versions.

Bear in mind fonts don't have to be got in bundles. You can buy them separately too.
