did you exactly work as described there: Download CS3 products? Please have once more a critical look into the advices, like "Read before you download a CS3 product". I am going to assume that you have your former program deinstalled correctly.

After digging into the problem, I found out the following;
I had to recover Windows 8.1 on my PC, which I did.
I didn't deactivate the CS3 of the same PC though and re-installing most like causes the problem now.
I guess I have to work around how to deactivate the previous installation and later activate the re-installation. BUT, I can't access any CS3 program anymore....
any suggestion how to work around it?

It does look like you have never registered your Creative Suite 3 software. I would recommend you registered your software under your account at http://www.adobe.com/. You can find additional details at Find your serial number quickly - http://helpx.adobe.com/x-productkb/global/find-serial-number.html.
