If (s)he does not give it to you, though you should consider it as copyright material that you do not have access to. There are business situations where folks have created secure PDFs and then left. That creates different problems. There are games that can be played, but it may not be a good idea to play them for a secured PDF -- does depend on the situation.

If the security is set such that a password is needed to edit, print, etc. (other than open) the file, and if you are confident that have you the legal and ethical right to do so, then solutions are readily available, and google is your friend in finding them.
